Why do some Jedi/ Sith shed their cloaks before battle, but not others?

I know it helps mobility, but this seems pretty wasteful considering there's a war going on. I mean, the Republic's taxpayers must not appreciate subsidizing the Jedi Temple's purchases of replacement robes.
