How Can I Change A WAV File Into A MP3 File? Please I Need To Know!!!?

There is this one program that I found on the net a while back, and I am not sure if it still exists, but it is called CDeX. It will convert MP3's to WAV's or WAV's to MP3's, and it will even convert just portions or all of the files. I forgot to mention it was free!!!
