My 3month old hates tummy time?

She's 3 months old. I try tummy time a couple times a day and have been since she was weeks old. I get the same reaction, she cries hysterically. She won't try to hold her head up, she just lays there and cries and kicks her legs. I try her on the boppy or my chest and same reaction. I was told she should be holding her head up during tummy time by now. I'm frustrated.
