Why do Democrats favor raising H-1b visas when people are losing their jobs?

The only thing I can come up with is that Dems think our education system is ill-equipped for the present and future demands of the workplace. Problem is, to have compatible educational programs, they need funding, of which would come from taxes. And who pays most of today's federal taxes? Middle-cl Americans, the "Working People". So it's a catch-22; give us even MORE taxes, or watch foreign workers send American money to foreign countries and business. I wish I had a solution, but I don't.
