I know that unemployment benefits are paid by the former employer, but who pays the state's unemployment...?

I know that unemployment benefits are paid by the former employer, but who pays the state's unemployment offices and workers? For example, the Agency for Workforce Innovation, since it's a governmental department - do the tax payers pay for this or do all businesses pay for this via unemployment insurance/benefits? Please let me know.
